Expanding the historic district does things for the borough , but for the citizens , it is more headaches , red tape , rules on what , how , colors, and the board says it increases your home value, but that remains to be seen. It also makes it harder to sell because most don't want the expanded rules and to go to the board for approvable to do any thing to your home.
what a joke!!! expand the historical district. hell everyone who works and pays taxes is losing their homes every day. this is a poverty town. what the hell don't you people understand?????
You can't get replacement windows, replace your falling bricks, get a new roof UNLESS you get permission from the committee. It's a real pain in the neck. I understand why they're doing it but they don't help you .. just slap cease and desist orders on your project. Hey, just put plywood all over the front of your house … that passes the HARB board!
Historic district is a joke does nothing for the property owner but causes headaches. Those in charge do not live in it. It is communism telling people what to do not to do. Battle them on it and keep doing what you need to do for your home. Most of what they try to enforce will not hold up in court on a higher level. It is your investment and home not theirs. Slum Lords get away with all kinds of violations. Wake up and fight to be the Americans we are.
The historic district expansion will produce very slow improvements that those here now may never live to see. As far as improving the value of homes, you have to sell to realize that benefit. However, you may see a tax increase if home value goes up. It's too little, too late. Most of the damage is done.
HARB does not review windows if the size isn't changing. Brick replacement? What would you replace your falling brick with? Roof replacement is not a board review if the material isn't changing. Please educate yourself before disseminating false information.
Majority of the historic district requests go through HARB of Lancaster County and reviewed by Suzanne Stallings for approval. Then Jeff Helm releases the permit to the homeowner.
As a matter of fact I was harassed by the borough for replacing my windows with vinyl energy efficient windows replacing single pane windows. Then they asked for the windows removed to be stored at the Columbia Reading Depot. And that's a fact Jack.

The new board that the borough wants citizens to hear cases pays $50 a case.

HARB is strictly a recommending board, regardless of unfilled seats. All recommendations go to council for a final say. Again, educate yourself.
