Council accepts resignation of borough manager

At its December 8 meeting, Columbia Borough Council voted unanimously to ratify a separation agreement to accept the resignation of Samuel F. Sulkosky as borough manager, effective November 24, 2014. The terms of the agreement include a severance payment of $13,000 (equal to about two months pay) – less payroll taxes and other mandated withholding – medical coverage until the end of the year, and payment for unused vacation, as well as “boiler plate” legal stipulations to protect each party.

Sulkosky was Columbia’s borough manager since April 29, 2013 and moved from Blairsville, PA to accept the position at an annual salary of $73,000. Previously, he was with the State Unemployment Compensation Center in Indiana, PA. Before that, he was Fulton County’s business manager for two years and borough manager of Nanty Glo for another two years.

Council appointed Public Works Director Ron Miller as interim borough manager, effective December 9, 2014, at his current rate of compensation.

Council intends to advertise the opening before interviewing qualified candidates – a process that could take up to six months, according to Council President Mike Beury.

  1. Um, if the reason is the above 13th St structure, shouldn't we see others held accountable for the entire “J'effed” up situation? It was not SS signed on the yellow document that needs displayed in a prominent location.

  2. I can only hope that people who write negative comments about our elected officials have run for office. If not, I suggest they run next time. I know its a job I would not want.

  3. I really don't think it would matter who we hired for this job. I'm not saying this to just be a naysayer. The business model doesn't work for this town. There are not enough taxpayers to support the expenses of this town. There is no more land for potential income producing businesses or residential real estate to build on since we are landlocked. We either cut our expenses & have less services ie ( police,snow plowing etc.) , or increase taxes year after year to keep these services which is our current model & will not be sustainable. The right way forward for Columbia is to be a community that is part of a bigger organization like Mt Joy, Landisville, Mountville, & all of the other vibrant communities in Lanc Co. that are part of townships. They maintain their identities but share their expenses so that taxes can be lower thus making people want to live there. This is really the only way Columbia will be successful in the long run.

  4. Borough manager for a town like this is just a stepping stone. The only way to get someone to maybe stay would be to hire somebody with ties to this town. Otherwise – it will be a revolving door position. $70,000 isn't exactly high end pay. –FMB

  5. council does NOT have a clue. MAYBE the taxpayers SHOULD do the interviews. I am MOST certain that there are a LOT of qualified individuals…unlike this Council.
