the dog owner should be identified and located and given a fine for dog waste….there arelaws against it and you have the proof! this is a shame it's ALL over town and someone needs to start fine ing these owners.

Yes. The owner(s) didn't notice what the dog was doing and then left in a boat, dog included.

If the dog was on a leash the owners most likely would have noticed what he did. That's two violations…
