Did a engineer look at this ? The framing doesn't look strong enough to hold brick , that is what happened in the first place , it rotted and gave way to the weight of the bricks. I know the borough crew are not certifided to inspect this.

I'm sure the Borough would have had to require drawings stamped by an engineer for a project that was funded with public money
