Outside of Lancaster City, Democrats outnumber Republicans in only 25 precincts in eight communities. Those precincts are in the townships of Lancaster, Manheim, Manor, East Hempfield and East Lampeter, and the boroughs of Columbia, Millersville and Marietta.
